The Plain Dealer reports that the Republican controlled Ohio Senate and Governor Kasich are clashing over proposed changes to the third grade reading requirements. The Senate lowered the reading level that could hold a third-grader back. In effect, this move will pass a higher number of children along to the fourth grade, some of whom would have failed under the old level. The Governor, on the hand, wants to retain those students who are unable to read at grade level for two years, providing them with intensive intervention.
